During the 10th session of the 15th National Assembly on October 25, lawmakers voted electronically to endorse Prime Minister Phạm Minh Chính’s proposal. Of 430 deputies participating (90.72% of total members), 429 voted in favor (90.51%), and one abstained (0.21%).
Hồ Quốc Dũng, born in 1966 in Cát Tài commune, Phù Cát district, former Bình Định province (present Gia Lai province), holds an advanced degree in political theory and a Master’s degree in Law. He is a member of the 13th Party Central Committee and previously served as a deputy in the 12th National Assembly.
Dũng began his political career as Vice Chairman of the Bình Định Provincial People’s Committee in 2009 for the 2004–2011 term. In June 2011, he became a member of the Provincial Party Standing Committee and Permanent Vice Chairman for the 2011–2016 term.
He was appointed Deputy Secretary of the 18th Provincial Party Committee and Chairman of the 11th Bình Định Provincial People’s Committee in November 2014, continuing in similar positions through multiple terms. In June 2016, he was reappointed as Deputy Secretary and Chairman of the 12th Bình Định Provincial People’s Committee for the 2016–2021 term.
At the 20th Provincial Party Congress of Bình Định on October 15, 2020, Dũng was elected Secretary of the Provincial Party Committee for the 2020–2025 term, later concurrently serving as Chairman of the Bình Định Provincial People’s Council.
In January 2021, he was elected to the 13th Party Central Committee at the 13th National Party Congress. On June 30, 2025, he became Secretary of the Gia Lai Provincial Party Committee for the 2020–2025 term.
Earlier this month, at the 1st Party Congress of Gia Lai province for the 2025–2030 term, the Politburo approved changes to provincial leadership. Dũng stepped down from his posts in Gia Lai to allow the Central Committee to proceed with his nomination as Deputy Prime Minister.
