The session, chaired by Rah Lan Chung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, aimed to review and decide on urgent matters including adjustments to the 2025 state budget estimates, revisions to the medium-term public investment plan (2021-2025), and updates to the 2025 public investment plan.
Also attending were Thái Đại Ngọc, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Phạm Anh Tuấn, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; and Nguyễn Ngọc Lương, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee, alongside members of the Provincial Party Standing Committee, local officials, and council delegates.
Key agenda items include policies to support families and individuals whose fishing vessels no longer meet provincial standards for fisheries exploitation; regulations on tuition fees for public preschools and general education institutions for the 2025-2026 academic year; and tuition support for students at non-public educational institutions. The session will also consider policy frameworks for personnel working outside official staffing quotas at Party and State organizations within the province.
Additionally, delegates will review the adoption or repeal of certain legal resolutions previously issued by the People’s Councils of Bình Định and Gia Lai provinces prior to administrative reorganization, particularly in finance, education, and training sectors.
In his opening remarks, Chairman Rah Lan Chung emphasized that the session’s purpose was to “institutionalize major policies, issue effective mechanisms, and promptly address practical challenges,” ensuring a legal foundation to mobilize resources and accelerate progress toward the province’s 2025 development goals.
He noted that all agenda items had been carefully prepared by the Provincial People’s Committee, meeting procedural standards and undergoing rigorous scrutiny by the Council’s committees and Standing Committee. He urged delegates to deliberate with “the highest sense of responsibility and dedication to the people’s interests,” ensuring that all decisions are both legally sound and practically feasible.
“These are critical and urgent issues that require the Council’s timely consideration to create favorable conditions for local authorities to fulfill socio-economic development tasks for 2025 and the years to come,” Rah Lan Chung stated.
The Chairman concluded by calling for efficient use of available resources, improved policy effectiveness, and decisions that align with the expectations and trust of voters across Gia Lai province.
