Three months after the merger, the two-tier local government apparatus in Gia Lai province has quickly stabilized and is now operating in a streamlined manner, reducing intermediate layers and significantly enhancing administrative effectiveness and public service delivery. This outcome affirms a strong political will, translated into concrete actions that have made a clear impact at the grassroots level.

Under the resolute leadership and direction of the Politburo, the General Secretary, the Government, and the Prime Minister, as well as the active involvement of local Party committees and authorities, Gia Lai has achieved significant results after three months of implementing and operating the two-tier local government model.

This has marked a clear transformation and garnered broad public support. Notably, the work ethic at administrative offices has truly shifted from a “management” mindset to one of “service,” aiming to provide practical support and partnership for both citizens and businesses.

The effectiveness of the two-tier government model is best measured by the operations of public administrative service centers.

The processing of administrative documents and procedures has been expedited, overcoming previous delays, buck-passing, and avoidance of responsibility.

This has reduced inconvenience, negativity, and harassment, alleviating public frustration.

Meanwhile, Hoàng Thị Minh Bình, Chairwoman of the An Phú Ward People's Committee, shared: “The immediate tasks are very demanding, so officials and civil servants must unite to overcome all difficulties and fulfill the 2025 objectives. After the merger, the jurisdiction is larger, and many responsibilities have been delegated from the city level, which can give rise to new issues. Therefore, staff must proactively study and familiarize themselves with the new context, always ready to serve the public in the best possible way.”

Many residents, using online public services for the first time, have been guided step-by-step by officials—from account creation and login to submitting documents and tracking progress—saving both time and travel costs. “Although there are quite a few people coming to complete procedures, the staff are very attentive and helpful. It only took me a few minutes to complete my civil status paperwork, with no need for multiple trips. I am very satisfied; the officials here are more enthusiastic and considerate than before,” said Mr. Hin from Mơ Nú village, An Phú ward.

Similarly, Lê Thị Thắm from Vạn Long hamlet, An Hòa commune, was pleasantly surprised when, just a few days after submitting her application for “confirmation of continued use of agricultural land,” staff at the commune’s Public Administrative Service Center called to inform her that the procedure was complete. “As soon as I arrived at the center, youth union members greeted and guided me enthusiastically. The staff carefully reviewed my documents and explained the process thoroughly. Everything was quick and efficient. I am very pleased with the attitude and service spirit here,” she said.

According to the results published on the National Public Service Portal, as of September 16, An Hòa commune scored 91.63 points, ranking “excellent” and placing 9th out of 135 communes and wards in the province. Achieving this result required not only thorough preparation in terms of personnel and infrastructure, but, most importantly, a “close to the people” service spirit among officials and civil servants.

At Canh Vinh commune, Party Secretary Nguyễn Thị Thu Thủy reported: To better serve residents, the commune has established an additional reception and result-delivery point in Hiển Đông hamlet and a support team for administrative procedures in Canh Tiến village. As a result, the rate of online applications has reached 99.34%, the rate of electronic result issuance is 100%, and 99.46% of cases are resolved on or ahead of schedule.

Rah Lan Chung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, commented: “After nearly three months of restructuring and merging, the two-tier local government apparatus in Gia Lai has stabilized and is initially meeting the needs of the people, helping bring the government closer to the public.”

In the new context, with determination and strategic vision, Gia Lai’s leadership is not only focused on the effective operation of the two-tier government apparatus, but also on creating a favorable environment, unlocking institutional and policy bottlenecks to attract investment and promote socio-economic development.

This was clearly demonstrated at the Gia Lai Investment and Trade Promotion Conference in late August 2025, where the province granted 27 investment policy approvals and registration certificates, with a total capital of over VND 26,262 billion (more than USD 1 billion). Additionally, memoranda of understanding were signed for 42 projects with a combined capital of nearly VND 93,430 billion (about USD 3.6 billion). These large-scale, high-impact projects across various sectors are expected to drive breakthroughs, positioning Gia Lai as a modern industrial and commercial-service hub in the South Central Coast and Central Highlands regions.

“The province will create all favorable conditions and always accompany businesses under the ‘five together’ principle (listening together, discussing together, implementing together, sharing results together, and overcoming difficulties together). Gia Lai remains steadfast in its commitment to continuously improving the investment environment, aiming to become an ideal destination for investors—not only through preferential policies but also with synchronized infrastructure, a high-quality workforce, and responsible government support,” affirmed the Chairman of the Provincial People’s Committee.

From the business perspective, Mr. Dissescou Cyril Thibaut Ioan, CEO of Nexif Ratch Energy SE Asia Pte., Ltd (Singapore), shared: “As a foreign investor, we highly value long-term vision and transparency. The support we have received so far gives us confidence in Gia Lai’s enduring appeal. We also believe that, through continued close cooperation, the Vân Canh-Bình Định Wind Power Project will succeed, contributing to economic growth and helping the province become a national leader in renewable energy.”
