Deputy Minister of Education and Training Nguyễn Văn Phúc attended the event and presented the appointment decision.
Senior provincial leaders, including Rah Lan Chung, Standing Deputy Secretary of the Gia Lai provincial Party Committee and Chairman of the provincial People’s Council, and Lâm Hải Giang, Vice Chairman of the provincial People’s Committee, were also present, along with representatives of several departments and agencies.

Dr. Tùng, born in 1975, earned his bachelor’s, master’s, and doctoral degrees in Electrical Engineering from Hanoi University of Science and Technology in 2000, 2004, and 2009. He was awarded the title of Associate Professor in Electrical Engineering in 2020.
Since July 1, 2024, he has served as Rector of Quy Nhon University for the 2020-2025 term. Under his leadership, the university has introduced significant policies and development strategies, raising its reputation in multiple fields.

Deputy Minister Nguyễn Văn Phúc expressed confidence that Dr. Tùng would build on his experience and dedication to further strengthen the institution.
He emphasized that higher education in Vietnam faces rapid growth and considerable challenges, but also opportunities for leaders of universities with long-standing traditions such as Quy Nhon.

In his acceptance speech, Dr. Tùng pledged to work with the Party Committee, University Council and Board of Management to enhance faculty quality, improve the management system, expand training programs, boost student recruitment, and continue the path toward institutional autonomy.

He affirmed the university’s commitment to advancing its role in the South Central Coast - Central Highlands region and across Vietnam.
