Under the proposal, four major aspects of Decision No. 806/QĐ-UBND, dated July 20, 2025, would be adjusted, including total investment cost, project timeline, land-use method, and infrastructure management plan.
Investment cost reduced
Pleiku Ward has recommended cutting the project’s total investment from VND 17.204 trillion (approximately USD 680 million) to VND 14.688 trillion (around USD 580 million) after tax.
Of this amount, construction costs would account for VND 12.391 trillion (USD 490 million), other expenses VND 37.5 billion (USD 1.5 million), and contingency costs VND 2.259 trillion (USD 89 million).
Officials said the revised investment aligns better with the project’s structure, implementation capacity, and current market conditions.
Extended implementation timeline
The project completion period would be extended from 60 months to 72 months after land allocation or lease.
Phase 1 (first 24 months): completion of legal procedures, technical infrastructure, and partial handover to local authorities.
Phase 2 (months 25–72): construction of commercial housing and service facilities.
Sales of residential units would last up to four years, starting from the third year of project progress.
Land allocation via auction
In compliance with the 2024 Land Law, Pleiku Ward proposes conducting land allocation and leasing through land-use rights auctions. Residential land would be allocated with land use fees, while commercial and service land would be leased with a one-time payment for the entire lease term.
Infrastructure management changes
Under the revised plan, the investor would directly manage only certain commercial and service facilities. Meanwhile, social and technical infrastructure, green spaces, schools, water surfaces, convention centers, and golf courses would be developed and then transferred to local authorities for management to ensure consistency and compliance with regulations.
Project vision remains unchanged
Authorities emphasized that the adjustments do not alter the CK54 Urban Area’s overall objectives or core design. Spanning 201.94 hectares, the project remains envisioned as a modern eco-urban complex combining residential, commercial, and green spaces with environmentally friendly design standards.
