The meeting, chaired by the provincial Vice Chairman Nguyễn Tự Công Hoàng, included representatives from the Rhin-Meuse River Basin Water Management Agency, the Upper Rhine River Commission and the III River Commission.
The French delegation was led by Ms. Bénédicte Roy, project manager for integrated water resources management.

Discussions focused on the phase 1 of the integrated water resources management project in Vietnam, being implemented on the Kon River basin with a total budget of VND 14.6 billion (about USD 575,000/ EUR 483,060). France contributes 80% of the funding, while Gia Lai province provides the remaining 20%.
The phase 1, divided into five components, aims to apply integrated water management policies in the Kon River basin and is expected to conclude in September 2025.
The first deliverable has been completed, while a report identified data gaps for phase 2, including groundwater, water quality, land use and diffuse pollution sources.

Delegates reached consensus on several issues related to subsequent phases. Vice Chairman Hoàng noted that since the March 2025 meeting, administrative restructuring merged the former Binh Dinh and Gia Lai provinces into the new Gia Lai province.
Following the merger, a steering committee was consolidated to ensure project continuity.

Hoàng agreed to amend the framework agreement and the phase 1 implementation agreement and endorsed the simultaneous launch of phases 2 and 3 to shorten the overall timeline.
He also called on provincial departments and localities within the Kon River basin to closely coordinate with French partners to ensure quality and efficiency.
The cooperation framework was originally signed in June 2022 between the former Binh Dinh province and the Rhin-Meuse River Basin Committee and Water Management Agency, covering eight areas of joint action in integrated water resources management.
