Construction of a key coastal road linking National Highway 1D and the new National Highway 19 is gathering pace after overcoming geological, material and construction challenges, with authorities targeting completion and operation by the end of 2026.

More than 72% of the project's allocated public investment capital for 2026 has already been disbursed, while contractors have advanced major construction works, including the near completion of three large bridges along the route.

The 4.3-km project, which runs through North Quy Nhon Ward, includes a 29-meter-wide road and three large-scale bridges. The total investment exceeds VND 1.724 trillion (approximately USD 66.3 million).

Managed by the Provincial Project Management Board for Transport and Civil Works, the project began construction in March 2023 and is scheduled for completion in 2026.

The road is expected to become a strategic section of the national coastal road network while supporting future urban, commercial and service development.

Construction has faced significant obstacles, particularly weak ground conditions requiring extensive technical treatment and prolonged settlement periods. Rising fuel, material and labour costs have also increased construction expenses and affected project progress.

To address these challenges, the Provincial Project Management Board for Transport and Civil Works has instructed contractors to maximize manpower, equipment and material deployment on site. Board officials have maintained regular inspections to monitor progress, resolve construction issues and ensure work remains on schedule.

Technical personnel have also been assigned to continuously monitor roadbed settlement, allowing engineers to determine appropriate technical solutions while maintaining construction quality. At the same time, stricter verification of completed work has supported timely payments and public investment disbursement, providing contractors with additional incentives to accelerate construction.

At the Nhon Binh, Song Dinh and Ha Thanh flood-overflow bridge construction sites, part of Package No. 2 valued at nearly VND 391 billion (approximately USD 15.0 million), work is progressing at a rapid pace.

Dao Duy Tung, Director of 510 Construction Joint Stock Company, representing a consortium with 75 Bridge Construction Joint Stock Company and Dacinco Construction Investment Joint Stock Company, said the consortium had mobilized maximum resources to ensure both project quality and schedule.

"We are committed to ensuring both the progress and quality of the project, as it not only reflects our company's reputation but is also the optimal solution to reduce input costs", Tung said. "To date, we have completed over 80% of the workload, meeting the investor's requirements".

Other contractors, including IDV Service and Trading Joint Stock Company, Khanh Hoa Road Management and Construction Joint Stock Company, Nhat Minh Co., Ltd., Dinh Phat Co., Ltd., and Construction Investment Joint Stock Company No. 3, are also deploying additional manpower and equipment to accelerate work on the remaining construction packages.

Construction progress has become increasingly visible across the route. The three major bridges are largely complete, while around 2 km of the 4.3-km road has entered the unloading phase in preparation for crushed stone base construction. Asphalt concrete paving has also been completed at the Ong Tho intersection.

The Project Management Board has so far disbursed more than VND 723 billion (approximately USD 27.8 million), equivalent to 72.72% of the provincial capital allocated for the project in 2026.

Luu Nhat Phong, Director of the Provincial Project Management Board for Transport and Civil Works, said detailed implementation plans had been prepared for every construction phase to keep the overall project on schedule.

According to Phong, priority will be given to completing road sections that have met unloading requirements, while sections still undergoing settlement will continue to be monitored until consultants determine they are safe for the next construction stages. He reaffirmed the board's commitment to completing and putting the entire coastal road project into operation by the end of 2026.
