Gia Lai sets ambitious growth goals to become moderately developed province

(GLO) – Gia Lai Province is charting an ambitious course to transform into a moderately developed locality by 2030, with leaders and experts calling for breakthroughs in economic growth, governance reform, and sustainable development.

At the upcoming 1st Congress of the Gia Lai provincial Party Committee for the 2025 - 2030 term, the draft political report has drawn wide-ranging input from policymakers and experts.

Contributors emphasized the province’s vast potential following the merger of two provinces, giving Gia Lai the nation’s second-largest area and a population of more than 3.5 million.

Double-digit growth target

According to the draft resolution, Gia Lai aims for annual gross regional domestic product (GRDP) growth of 10–10.5% between 2025 and 2030.

Former Bình Định Party official Nguyễn Duy Quý said the target is achievable if authorities promote solidarity, unity, and decisive measures.

“The five growth pillars and four breakthrough areas have set the direction. Consensus across the system will ensure Gia Lai achieves double-digit growth,” he said.

Experts also stressed the importance of implementing Resolution No. 68-NQ/TW on private sector development, creating an open business environment, and removing barriers to unleash entrepreneurial potential.

Human resources and governance reform

Personnel organization emerged as a central theme in contributions. Nguyễn Xuân Ánh, a member of the Vietnam Fatherland Front Committee, urged breakthroughs in staff restructuring to build a streamlined and efficient system.

He said effective personnel placement under the two-tier local government model would bring authorities closer to citizens and ensure smooth socio-economic management.

Similarly, Associate Professor Dr. Nguyễn Danh recommended job-based recruitment, KPI evaluations, and stronger administrative reform to improve provincial rankings in governance and public administration indices.

Innovation and sustainable growth

Experts highlighted science, technology, and innovation as essential for sustainable growth. Dr. Danh called for Gia Lai to prioritize a green, circular, and smart economy while accelerating digital transformation.

Dr. Võ Ngọc Anh proposed raising the contribution of Total Factor Productivity from 50% to 55% and boosting total social investment capital to 40% of GRDP by 2030.

He argued that technology adoption, innovation, and improved capital and labor efficiency are critical to shifting toward high-quality growth.

Balancing industry and the environment

Contributors also warned against unchecked industrialization. Mr. Ánh stressed that development must align with environmental protection: “If we pursue rapid growth at the expense of the environment, the consequences will be long-lasting. Gia Lai must resolutely choose sustainability.”

The collective input underscores a clear message: with unity, reform, and innovation, Gia Lai seeks to unlock its vast resources and position itself as a leading growth engine in Vietnam’s next development phase.
