The provincial People's Committee issued Decision No. 3952/QĐ-UBND on Sept. 15, 2026, approving the Master Plan for E-commerce Application in Border and Mountainous Areas for 2027-2030.

The plan calls for e-commerce objectives to be integrated into national target programs and the province's digital transformation plan, while raising awareness among officials, businesses, cooperatives and residents about the role of online commerce in digital economic development and sustainable poverty reduction.

Under the plan, Gia Lai will encourage technology companies, postal and logistics providers and e-commerce platforms to expand infrastructure and services in remote, border and mountainous areas.

These efforts will include cold storage and specialized logistics facilities aimed at easing transportation bottlenecks and lowering costs for agricultural products from border regions.

The province will also work with postal and delivery companies, including Viettel Post and VN Post, to develop preferential shipping policies for OCOP products and agricultural goods produced in ethnic minority and mountainous areas.

Gia Lai is considering establishing inter-commune agricultural collection points and digital storage facilities to reduce spoilage and lower product costs in online transactions.

The plan aims to ensure that 100% of OCOP products and key agricultural products from border and mountainous communes are available on domestic e-commerce platforms. At least 50% of agricultural producers and businesses in border areas are also expected to receive e-commerce training.

By 2030, e-commerce retail sales in border, mountainous and especially disadvantaged areas are targeted to account for 3-8% of the province's total retail sales of goods and consumer service revenue.

For priority products including coffee, pepper, macadamia, passion fruit, bird's nest, medicinal herbs and OCOP products, e-commerce sales are expected to grow by an average of 15-20% annually.

The province also plans to provide online-sales support to at least 60% of cooperatives, business households and small and medium-sized enterprises in border areas.

At least 40% of these entities are expected to generate orders and stable annual revenue through e-commerce, while at least 70% of priority and OCOP products from border and mountainous areas are to have standardized digital profiles.

In addition, at least 50% of commune- and ward-level e-commerce support points or clusters are expected to connect with postal, logistics and e-commerce companies.

Cashless payments are targeted to account for about 50% of e-commerce transactions.

On infrastructure and human resources, Gia Lai plans to establish e-commerce support points in at least 60% of communes and wards in border and mountainous areas.

The province also aims to provide online-sales and livestream training for at least 2,000 participants.
