The Long Mỹ-Quy Nhơn Construction Waste Treatment and Recycling Plant will be built on more than 7.041 hectares at the Long Mỹ Solid Waste Treatment Area in Quy Nhơn Tây Ward.
The project is expected to be completed, commissioned and put into operation by February 2027.
The groundbreaking ceremony was attended by Rah Lan Chung, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Trương Văn Đạt, Standing Vice Chairman of the Provincial People's Council; and Nguyễn Tự Công Hoàng, Vice Chairman of the Provincial People's Committee, along with provincial officials and representatives of relevant agencies.
Once operational, the plant will receive, sort and process construction debris and waste, while recovering metals, plastics, paper and other recyclable materials. It will produce recycled aggregates, building materials, non-fired bricks and fill materials.
The project is expected to reduce the volume of construction waste sent to landfills, conserve natural mineral resources and provide additional materials for construction projects. It is also intended to help curb illegal dumping and address part of the ordinary solid waste mixed with other waste streams.
Nguyễn Thị Sen, Chairwoman of the Board of Directors and General Director of Gia Lai Urban Works Joint Stock Company, said the project was the first of its kind in the province and would play a practical role in changing the management and treatment of construction waste.
The company pledged to mobilize resources and coordinate with relevant agencies to ensure the project is built safely, scientifically and in accordance with regulations and the approved schedule.
The investor also committed to four key requirements: ensuring investment is made at the correct scale and for the intended purposes; selecting suitable technologies and treatment processes; complying with regulations covering construction, environmental protection, fire prevention, energy and labor safety; and tightly controlling the receipt, storage, sorting, transportation and treatment of waste.
The company said it would prioritize the recovery and recycling of usable materials to improve the quality of recycled products.
Speaking at the ceremony, Vice Chairman Nguyễn Tự Công Hoàng described the project as a concrete step in Gia Lai's green transition and environmental protection strategy.
He said the project would help address waste treatment challenges, transform waste management practices and treat waste as a recoverable and recyclable resource, while reducing emissions and producing materials for socio-economic development.
Mr. Nguyễn Tự Công Hoàng called on the investor to mobilize resources, organize construction in a coordinated manner and ensure project quality and timely completion.
He also required strict compliance with regulations on investment, construction, land, environmental protection, fire prevention and fighting, labor safety and other relevant laws.
During the project's implementation, the investor was asked to prioritize advanced treatment technologies to increase recovery and recycling rates, strictly control incoming waste and ensure proper sorting, receipt, storage and treatment.
All recycled products must undergo strict quality control and meet applicable technical standards and regulations before being used, according to the provincial authorities.
Consultants and contractors responsible for equipment installation were also instructed to coordinate closely, increase the application of science and technology, comply with technical standards and approved designs, and maintain strict quality control.
Gia Lai authorities said they would create favorable conditions for the investor to accelerate the project and bring it into operation as soon as possible.
Relevant departments, agencies and local authorities were asked to coordinate with the investor, resolve emerging difficulties and strengthen inspection and supervision.
The province will also promote public awareness and provide guidance to organizations, individuals and businesses on regulations governing the collection, transportation and treatment of construction waste, while encouraging the use of recycled products.
The effort is aimed at contributing to the development of a circular economy value chain in the construction sector.
At the ceremony, the investor and benefactors donated a total of VND 180 million (about US$6,800) to social welfare activities in Quy Nhơn Tây Ward.
The donation included VND 120 million (about US$4,550) to build two houses for poor households, at VND 60 million (about US$2,275) each, and VND 60 million (about US$2,275) in gifts for policy beneficiary families, poor households and near-poor households.
