Gia Lai was among eight localities that fell short of expectations, recording growth below 8%.
The ministry’s report indicated that GRDP across most localities maintained an upward trajectory in the third quarter. Twelve provinces and cities registered faster growth than in the first half of the year, while 20 saw slower expansion and two posted similar rates.
Eighteen localities achieved third-quarter GRDP growth above 8%, with several surpassing 10%. Vietnam’s key economic hubs generally sustained growth of 8% or higher, reflecting continued recovery momentum.

For the January - September period, six provinces posted double-digit GRDP growth: Quang Ninh (11.67%), Hai Phong (11.59%), Phu Tho (10.22%), Ninh Binh (10.45%), Bac Ninh (10.12%), and Quang Ngai (10.15%).
Gia Lai and seven others below target
Gia Lai’s economy expanded by 7.31%, below the 8% benchmark. Other provinces in the underperforming group included Cao Bang (6.52%), Dien Bien (6.76%), Son La (6.26%), Khanh Hoa (7%), Vinh Long (6.33%), Lam Dong (6.72%), and Dak Lak (6.9%).
Regional leaders continue to excel
Quang Ninh continued to lead the country with an 11.67% rise, supported by infrastructure development, administrative reforms, and its strategic role in logistics. Hai Phong followed closely with an 11.59% increase, remaining the only centrally governed city to achieve double-digit growth.
Among other major cities, Hanoi posted 7.92%, Ho Chi Minh City 7.07% (7.69% excluding oil and gas), Hue 9.06%, Da Nang 9.83%, and Can Tho 7.39%. Despite government targets of 8.5% growth for Hanoi and Ho Chi Minh City, both fell short.
Meanwhile, several localities reported strong performance above 8%, including Lai Chau (8.53%), Lang Son (8.41%), Hung Yen (8.01%), Thanh Hoa (8.19%), Nghe An (8.61%), Ha Tinh (8.05%), Tay Ninh (9.52%), and Dong Nai (8.86%).
