The provincial People’s Committee has asked the Prime Minister to add Quy Nhon University to the list of priority projects under Vietnam’s program for developing human resources in the semiconductor industry.
The plan includes building a grassroots-level semiconductor laboratory at the university, backed by public investment funds for 2025-2027.
Quy Nhon University, a leading public higher education institution in South Central and Central Highlands Vietnam, has long specialized in engineering, microelectronics, and semiconductors.

Gia Lai’s roadmap for 2025-2030 targets training more than 2,100 engineers in chip and semiconductor design, 380 practical engineers, and providing short-term courses for around 2,500 trainees.
In a related move, the province’s Department of Science and Technology, Quy Nhon University, and US-based TORmem signed a cooperation agreement to develop semiconductor and AI capabilities.
TORmem will assist with laboratory investment, human resource training, and technology transfer, as well as deploy AI infrastructure and centralized memory cloud computing.
Gia Lai’s strategy builds on its existing technological base, including the International Center for Interdisciplinary Science and Education (ICISE) and Innovation Valley Center, alongside the presence of major firms such as FPT Software and TMA Solutions.
FPT Software Quy Nhon, employing nearly 700 engineers, expects to expand its workforce to 2,000 by 2027 and more than 20,000 by 2035–2040.
Its focus includes AI, data science, robotics, chatbots, and national-level project management. Director Vu Van Dong said the province’s ambition to become a high-tech training hub by 2030 is “bold but realistic.”
Pham Anh Tuan, Chairman of Gia Lai’s People’s Committee, said the province views AI, Industry 4.0 technologies, and semiconductors as essential drivers for building its digital economy, society, and government.
New projects such as TMA Solutions Innovation Park, FPT Software and FPT University Gia Lai, Quy Hoa Science Urban Area, and the Long Van AI Center are forming an innovation ecosystem to position Gia Lai as a national high-tech hub.
