Under Resolution No. 306/NQ-CP, the plan targets an average annual GDP growth rate exceeding 8% between 2021 and 2030. By 2030, Vietnam’s per capita GDP at current prices is expected to reach around USD 8,500.

The strategy prioritizes sectors with high potential and global competitiveness, while promoting efficient and sustainable development across key regions, economic corridors, and national growth poles, led by Hanoi in the North and Ho Chi Minh City in the South.
A central focus of the plan is digital transformation. Vietnam will accelerate the development of digital and data infrastructure to support a digital government, economy, and society, with the digital economy projected to contribute about 30% of GDP by 2030.
Socially, Vietnam aims to maintain a stable fertility rate of 2.1 children per woman, with a projected population of 105 million by 2030. The Human Development Index (HDI) is targeted at 0.78, and average life expectancy is expected to reach 75.5 years. The share of agricultural workers in the total labor force is set to fall below 20%.

Education and healthcare also feature prominently in the master plan. Vietnam’s higher education system is expected to rank among the top 10 in Asia, with at least eight universities in the region’s top 200 and one institution among the world’s top 100 in certain disciplines. Healthcare services will be improved to match regional standards, while all provincial-level administrative units are to have a cultural center, museum, and library.
The resolution further outlines orientations for spatial socio-economic development, including regional zoning, economic corridors, national growth regions, and the development of key industrial, service, and agricultural sectors. It also provides guidance for the expansion of urban and rural systems, airspace management, national infrastructure development, and land use planning.
By 2050, Vietnam envisions an efficient, unified, and sustainable development model that enhances competitiveness and integrates deeply with global economic trends.
