Quy Nhon climate dialogue to connect Gia Lai with green finance and expertise

Gia Lai province will host its inaugural Quy Nhon Dialogue on Climate and Transition on October 10-11, seeking scientific expertise, financing and international partnerships to support green development and strengthen climate resilience.

The two-day event will take place at the International Center for Interdisciplinary Science and Education (ICISE) in Quy Nhon Nam Ward. Its theme is “Transition under pressure: Energy security, Financial transition and Climate resilience”.

The provincial Department of Science and Technology is leading preparations in coordination with ICISE, the French Development Agency (AFD) and other partners, under an assignment from the provincial People’s Committee.

Nguyen Huu Ha, deputy director of the department, said the event responds to Gia Lai’s needs following its merger.

The province spans mountainous, highland and coastal areas and faces droughts, storms, floods and other extreme weather events.

Gia Lai needs further knowledge, technology and resources to adapt to these pressures, advance its green transition and improve economic resilience, he said.

The dialogue will bring together scientists, policymakers, international organisations, financial institutions and businesses.

Organisers aim to connect research with policies, financing mechanisms and practical measures that can support provincial plans and projects.

Tran Thanh Son, deputy director of ICISE, said the forum would examine climate challenges alongside energy, finance, policy and economic resilience, linking scientific findings with the resources needed to put them into practice.

The Dialogue Brings Together Many International Partners

Approximately 170 delegates will attend the 2026 “Quy Nhơn Dialogue on Climate and Transition,” including about 70 international delegates from nine countries: Brazil, Mexico, Malaysia, Indonesia, the Philippines, Thailand, Uzbekistan, Uganda, and South Africa. Representatives from international organizations and financial institutions such as ESCAP, UNEP, OECD, AIIB, AMRO, IDFC, the ASEAN Centre for Energy, and AFD will also participate.

Four plenary sessions and four parallel discussions will address climate science, data and forecasting; energy security, value chains and emissions reduction; regional electricity grids and minerals needed for the transition; and green finance and resilience to extreme climate risks.

Financing will be a central topic. Demand for investment is high, while access to suitable financial mechanisms remains a challenge for many countries, local authorities and businesses.

Discussions will cover long-term investment, green public finance, policies and practical financing tools.

Ha said Gia Lai expects the event to provide new approaches to climate adaptation, energy transition and green finance; broaden relationships with international institutions and researchers; and improve access to information on funding and technical support.

Organisers also hope to establish alliances focused on climate finance, adaptation capacity, a just transition and innovation, providing a basis for future cooperation programmes and projects.

Ha stressed that specific results would depend on discussions and subsequent follow-up.

After the event, ICISE will report on the outcomes. The Department of Science and Technology will compile initiatives and proposals for the provincial People’s Committee, identify those that could become specific programmes or projects, and arrange for relevant departments to maintain contact with partners.

The pilot event also aims to contribute to the roadmap towards the Xingu Climate Finance Dialogue and the 31st UN climate conference, COP31. Participants are expected to outline plans for a 2027 Quy Nhon Dialogue at the closing session, with the aim of establishing an annual forum.

Provincial People’s Committee Vice Chairman Lam Hai Giang said the dialogue would support cooperation on climate, finance, science, technology and innovation, while helping develop Quy Nhon as a destination for international conferences.
