The ceremony was attended by Nguyễn Anh Tuấn, Deputy Head of the Central Emulation and Commendation Board, along with board members.
Provincial leaders present included Hồ Quốc Dũng, Member of the Party Central Committee and Provincial Party Secretary; Rah Lan Chung, Standing Deputy Secretary and Chairman of the Provincial People’s Council; Phạm Anh Tuấn, Deputy Secretary and Chairman of the Provincial People’s Committee; Châu Ngọc Tuấn, Deputy Secretary and Head of the National Assembly Delegation; and Nguyễn Ngọc Lương, Deputy Secretary and Chairman of the Vietnam Fatherland Front Committee.
Also in attendance were former provincial leaders, Vietnamese Heroic Mothers, Heroes of the People’s Armed Forces, Labor Heroes, representatives of provincial departments, and 600 delegates representing exemplary individuals and organizations across Gia Lai.

Five-year achievements highlighted
In his opening remarks, Chairman of the provincial People’s Committee Phạm Anh Tuấn underscored the enduring value of President Hồ Chí Minh’s call for patriotic emulation more than 70 years ago, which remains a guiding principle in national development.
During 2020-2025, Gia Lai achieved average annual economic growth of nearly 7%. The economic structure shifted toward industry, construction, and services, which accounted for more than 78% of provincial output. Cultural and social sectors also advanced, science and technology were promoted, and innovation ecosystems expanded.
National defense and border security were maintained, while foreign relations strengthened the province’s international profile. Investment flows increased, and the business environment improved.

Emulation movements transform communities
Several large-scale movements brought tangible results, including “Joining hands to build new rural areas” and “Joining hands to eliminate temporary and dilapidated houses.” Gia Lai was awarded the Third-class Labor Order by the President for these efforts.
A high-intensity campaign, “500 days and nights to complete 3,000 km of expressways,” showcased determination in infrastructure development. These initiatives contributed to improving living standards and reshaping rural landscapes.
Direction for 2025–2030
The Congress reviewed achievements and shortcomings of the past term and outlined goals for the next five years. Key priorities include expanding emulation movements, promoting decentralization and accountability among leaders, and fostering innovation across all sectors.
Chairman Phạm Anh Tuấn emphasized that the Congress serves not only to honor exemplary individuals and bodies but also to inspire unity and mobilize internal resources. The province aims to create new momentum for socio-economic growth in the 2025–2030 period.
