For the first time, Party documents traditionally separated into three reports (political, socio-economic, and Party building) were combined into one comprehensive political report. The Central Committee introduced the new approach and Gia Lai has fully implemented it.
The consolidated document is described as concise, logical, and unified, linking Party building with socio-economic progress, national defense, and security. Officials said the format would facilitate dissemination, strengthen consensus, and improve implementation across the political system.
Broad consultation process
The draft political report was circulated widely for feedback before submission, gathering input from Party committees, members, local citizens, and senior Party and State leaders. Organizers said the consultative process ensured alignment with national strategies, adaptation to local realities, and broad social consensus.
Shift in vision: from creativity to breakthroughs
The report adopts a new action motto emphasizing “breakthroughs” instead of “creativity.” Leaders said the shift reflects the need for decisive moves in the face of deep integration and global competition.
Key commitments include building a clean and strong Party organization; promoting national unity and cultural identity; strengthening defense and security; accelerating digital transformation; and mobilizing resources to position Gia Lai as a relatively developed province.
Governance and structural reforms
The Report was drafted against the backdrop of a streamlined two-level provincial government structure. It calls for stronger decentralization, enhanced accountability of leaders, faster administrative reform, and wider application of digital technologies in governance to boost efficiency and public trust.
Five development pillars and four strategic breakthroughs
The document identifies five development pillars: high-tech agriculture; processing industry and renewable energy; services and tourism linked with cultural identity; border, marine, and logistics economy; and science, technology, and innovation.
Four strategic breakthroughs are also outlined: infrastructure development, a high-quality workforce, institutional reform, and cultural-driven aspiration for progress.
Science, technology, and defense at the center
For the first time, science and digital transformation are placed at the core of growth. The plan highlights building an innovation ecosystem, attracting high-tech investment, developing artificial intelligence and green technology, and making productivity gains the main driver of growth.
The report also emphasizes integrating economic development with an all-people national defense and security posture, particularly in border and coastal areas, to secure both protection and new development opportunities.
People at the center of development
The document underscores that propaganda, ethnic, and religious affairs must prioritize the people as the driving force of development. Leaders stressed that “winning the people’s hearts and minds” remains central to ensuring unity and stability.
