The PII, modeled on the Global Innovation Index (GII), measures socio-economic development through science, technology, and innovation.
According to the ministry, the 2025 rankings were compiled using data from central and local agencies to ensure objectivity and transparency.
Officials said the index provides a comprehensive picture of local strengths, weaknesses, and potential, serving as an evidence-based tool to promote innovation nationwide.
In 2024, Gia Lai ranked 21st out of 63 provinces and cities with 26.31 points, while Binh Dinh placed eighth with 37.88 points.
