The agreement focuses on integrating public and school library systems to improve access to books, enhance educational activities, and support community-based learning. Key measures include raising awareness of reading culture, rotating books between libraries, and organizing events to encourage reading across all age groups.
Under the plan, the Provincial Library and Pleiku Library will lead annual book and newspaper rotation programmes in coordination with local cultural and administrative units. Each commune or ward library will select between five and seven schools to participate, with yearly reviews conducted to assess effectiveness and expand the programme.
The partnership also aims to diversify methods of delivering reading materials and outreach activities. Joint events will be held each year to mark Vietnam Book and Reading Culture Day on April 21, Lifelong Learning Week in early October, and other reading promotion campaigns and competitions.
In addition, the two sectors will provide training and professional development for library staff, while supporting students in developing skills to search, access and use information effectively.
Authorities will propose mechanisms and resources to the Provincial People’s Committee and relevant agencies to strengthen coordination, enabling libraries to share facilities, equipment, expertise and human resources.
The initiative is designed to improve the overall quality and efficiency of both public and school library systems, while maximizing existing resources to deliver educational programmes.
Officials say the programme will help foster reading habits, encourage self-learning, and promote creativity and initiative among learners, contributing to improved education outcomes and meeting the population’s lifelong learning needs.
