Quy Nhơn races to rescue residents and deliver supplies as floodwaters cut off communities

Mass evacuations and emergency food deliveries are under way in the flood-hit Chợ Dinh area of Quy Nhơn, where heavy rains following Storm No. 13 have left many households isolated for days.

Local authorities and volunteers have mobilized rescue boats, basket boats and even dump trucks to transport residents to safety and supply them with food, clean water and essential goods.From 4 a.m. on November 19, rescue forces in Quy Nhơn Đông Ward began urgent evacuations as floodwaters continued to rise.

According to Vice Chairman Nguyễn Thành Danh, more than 1,000 relief packages were delivered on Tuesday, with another 1,000 supplied this morning by businesses and local sponsors. The priority, he said, is ensuring no resident lacks basic necessities and that everyone is safely transported away from danger.

The rapid flooding left many families stranded on rooftops or confined to higher floors without electricity or drinking water. At the SOS Children’s Village in Quy Nhơn, over 130 children and staff were forced to move to the second floor, where they have been receiving emergency supplies from authorities and volunteer groups.

Volunteer efforts have expanded across the region, with residents from hard-hit communities joining forces to assist their neighbors. Nhơn Lý fishing villager Đặng Tiến Tính has spent the past two days operating canoes and basket boats to evacuate trapped residents and deliver food. “We’ve suffered heavy losses ourselves, but right now we have to look after our neighbors,” he said.

Dozens of volunteers, including tourism worker Đoàn Văn Cảnh and dump truck owner Nguyễn Ngọc Tây, have suspended their daily work to support rescue operations and supply distributions. Many described emotional scenes of residents exhausted, hungry and waiting on rooftops for relief.

Flood victims expressed gratitude as relief teams reached cut-off areas in Nhơn Phú, Nhơn Bình and several neighborhoods of Quy Nhơn Đông and Quy Nhơn Bắc.

Huỳnh Thị Minh, whose family was stranded without power and water, said support from volunteers and authorities helped them hold on. Another resident, Phạm Hữu Tự, said his family survived thanks to a military rescue just in time.

Boats laden with rice, noodles and drinking water continue to move through deep floodwaters as volunteers make repeated trips despite fatigue. Authorities say operations will continue until all isolated households are reached.
