Under the plan, the provincial Department of Construction will lead the implementation in coordination with relevant agencies. The department will review, guide, assess and approve designated water surface activity zones in accordance with legal regulations.
The Department of Culture, Sports and Tourism has been assigned to oversee compliance with business requirements for tourism services, marine sports and recreational activities, as well as other sector-specific regulations.
The department will also monitor the pilot based on evaluation reports submitted by the Quy Nhon Ward People's Committee and advise the provincial government on the future development of the model.
The provincial government has instructed the Quy Nhon Ward People's Committee to prepare a detailed implementation proposal in line with legal requirements.
Authorities have been directed to prioritize safety at public beaches and recreational areas used by residents and visitors, while conducting reviews and assessments every three months to enable timely adjustments.
At the end of the pilot period, the Quy Nhon Ward People's Committee will carry out a comprehensive assessment of the project's economic, social, environmental and administrative impacts.
The findings will be submitted to the People's Committee of Gia Lai Province to determine whether the model should be continued or expanded in accordance with regulations.
