The effort is being carried out in parallel with ongoing work on Components 1 and 2, enabling simultaneous implementation across the entire route.
According to Lưu Nhất Phong, Director of the Transport and Civil Works Project Management Board (PMB), localities have closely coordinated with the PMB to maintain progress on land acquisition.
Steering committees, working groups, and compensation councils have been established, with land acquisition notices posted and public meetings held. Site clearance officially began on 25 October 2025.
Component 1 requires acquisition of about 171.86 hectares, affecting 1,319 households and eight organizations. Component 2 will acquire 517.92 hectares, impacting 2,060 households and nine organizations.
For these sections, nine resettlement areas are planned, including existing and newly developed sites across An Nhơn, Bình Hiệp, Bình An, Bình Phú, and Bình Khê communes.
A total of 120 technical infrastructure intersections, power lines, tele cables, and water systems, will be relocated, with high-voltage power lines affected at 25 locations across the three components. The PMB has urged Vietnam Electricity (EVN) to speed up legal procedures for relocation.
Twelve surveyed material mines provide an estimated 15.9 million cubic meters of reserves, meeting soil fill requirements for construction.
Component 3 spans 35 km through Lơ Pang, Mang Yang, KDang, Đak Đoa, Ia Băng, and Hội Phú, requiring about 363.44 hectares of land and affecting 2,113 households. Four resettlement areas are proposed for this section.
In KDang Commune, where nearly 7 km of the route will pass, residents have expressed support while calling for fair compensation. One affected family estimates losses at about 2 billion VND (approx. USD 78,400), including housing structures and agricultural land.
Authorities expect to complete the Component 3 land inventory by 5 December 2025 and hand over 100% of the site to contractors before 31 March 2026, with resettlement areas scheduled for completion the same month.
Provincial Vice Chairman Nguyễn Tự Công Hoàng urged agencies to intensify compensation work, support relocation, and resolve obstacles promptly. He emphasized that Component 3 must break ground on 19 December 2025 to enable synchronized progress along the entire expressway.
