Gia Lai delegation urges upgrades to Hra Commune administrative service center

A survey delegation led by Ms. Dinh Ly An, Head of the Legal Affairs Committee of the provincial People’s Council conducted a working session at the Hra Commune public administrative service center, calling for stronger efforts to improve administrative reform and digital services.

According to a report from the Hra Commune People’s Committee, the center has operated stably since the establishment of the two-tier local government system, promptly receiving, transferring, and processing residents’ administrative dossiers in accordance with regulations. The center has maintained service continuity and ensured high levels of public satisfaction.

Between July 1 and September 17, the center received 509 administrative dossiers, of which 434 were submitted online, representing more than 85% of total submissions. A total of 457 dossiers have been processed, while 52 remain in progress. The rate of dossiers received, processed, and returned on or ahead of schedule reached over 88.2%.

However, the commune reported several challenges in implementing online public services, including incomplete technical infrastructure, network congestion, and the slow performance of the public service portal. Some online payment functions remain unsupported or encounter errors, while procedures such as birth and death registration still require in-person processing.

To address these issues, Hra Commune proposed additional support to upgrade infrastructure and provide necessary equipment, along with training and professional development programs for center staff to enhance work efficiency and service quality.

In response, Ms. Dinh Ly An urged local authorities to prioritize investment in infrastructure and equipment, ensuring favorable conditions for both staff and residents. She also emphasized the need to strengthen public communication and guidance to encourage the use of online services, thereby advancing the commune’s digital transformation and e-government initiatives.

The delegation acknowledged the ongoing difficulties due to limited resources and called for close coordination among local departments to gradually improve facilities and ensure the smooth operation of the Hra Commune public administrative service center.
