Expectations for strategic decisions from the 14th National Party Congress to advance a prosperous and happy nation

The 14th National Congress of the Communist Party of Vietnam officially opened today (19 January), with leaders from Gia Lai’s government departments, sectors, and armed forces expressing hopes that the event will define strategic directions aligned with the country’s evolving context.

They expect the Congress to foster innovation, creativity, and a strong national aspiration for prosperity and happiness.

*Provincial Party Committee Member, Deputy Head of the Provincial National Assembly Delegation Ly Tiet Hanh:

“Fully and promptly institutionalize the viewpoints, orientations, and strategies adopted by the Congress”

According to Lý Tiết Hạnh, the 14th National Party Congress continues the Party’s more than 95-year journey while marking a crucial turning point toward deeper and more comprehensive international integration. Guided by the motto “Solidarity - Democracy - Discipline - Breakthrough – Development,” the Congress outlines a roadmap toward two centennial development goals: becoming a modern, upper-middle-income economy by 2030, and a developed, high-income socialist country by 2045.

She emphasized that the Congress theme serves as “a call to action, an imperative, and a promise to the people,” capturing three layers of meaning: setting development goals, reinforcing strategic national resolve, and affirming the country’s chosen values and development path.

Hạnh expressed confidence that the Congress would unite and mobilize the collective will of more than 5.6 million Party members to adopt strategic policies that lay the foundation for socio-economic breakthroughs, strengthen the Party, and reinforce public trust.

She stressed that achieving the Party’s major goals requires strong synchronisation between policies and institutions. After the Congress, she hopes all strategic viewpoints and orientations will be institutionalized into specific laws and policies, implemented consistently across levels and sectors to unlock social resources and enable a favourable environment for business and citizens.

Ensuring a stable and peaceful environment

Colonel Mai Kim Bình noted that officers and soldiers of the Gia Lai Provincial Armed Forces (PAF) maintain unwavering trust in the Party’s absolute and direct leadership of the military. On the eve of the Congress, morale remains high.

He hopes the Congress will reaffirm and further develop the Party’s renewal policy, steadfastly pursuing national independence linked with socialism, while maintaining political resolve amid global uncertainties. He expects clear strategic guidance on national defence and security to secure a stable and peaceful environment for national development.

He added that the Congress should provide orientations for building a clean and strong Party and political system, intensifying the fight against corruption, and strengthening Party organizations within the military. Appropriate mechanisms for military personnel and their families would help sustain motivation and maintain the noble characteristics of “Uncle Hồ’s Soldiers.”

*Mr. Cao Thanh Thương-Director of the Department of Agriculture and Environment:

“Improving policies and laws on agriculture, rural areas, and the environment”

Cao Thanh Thương highlighted Gia Lai’s significant agricultural potential following recent administrative boundary changes, making it the province with the second-largest natural area in the country.

Western Gia Lai possesses nearly 754,000 hectares of red and yellow soils, including fertile basaltic soil suited for high-value crops such as coffee, pepper, rubber, macadamia and various fruit trees. Eastern Gia Lai’s diverse soil types support rice, peanuts, vegetables, and legumes.

He noted that while ecological diversity offers strong advantages, current value-chain linkages remain limited, with insufficient long-term collaboration between production stages. Existing support policies do not yet incentivize deep engagement from businesses and scientists.

Thương hopes the 14th Congress will deliver institutional breakthroughs to enhance policy and legal frameworks for agriculture, rural areas, and environmental management. He advocates for green, circular, and high-tech agricultural development aligned with welfare, environmental protection, and climate adaptation.

He stressed the need for effective reorganization of production and stronger value-chain linkages, with farmers at the centre, science as the driver, businesses as a critical connector, and the media shaping markets and community engagement.

He also called for clearer implementation of recent Politburo resolutions concerning science, technology, innovation, digital transformation, international integration, and private-sector development.

* Mr. Nguyễn Minh Trưởng - Provincial Party Committee Member, Director of the Department of Ethnic and Religious Affairs:

“Prioritizing resources for remote, isolated, and disadvantaged areas”

Nguyễn Minh Trưởng emphasized the Party and State’s strong attention to ethnic and religious affairs, reflected in coordinated implementation of the three National Target Programs focused on essential infrastructure, livelihoods, legal access, and poverty reduction for ethnic minority and mountainous areas.

He hopes the Congress will continue advancing strategic and breakthrough policies in this field, ensuring rapid and sustainable development.

He underscored the need to allocate funding for the 2026–2030 National Target Program beginning in the first quarter of 2026, allowing localities to implement measures promptly.

Trưởng also called for expanded decentralization, enabling “localities to decide, act, and take responsibility.” He advocated for increased credit for production and business activities through the Social Policy Bank in ethnic minority regions, alongside mechanisms to support small and medium-sized enterprises mentoring households and cooperatives.

He emphasised the importance of ensuring freedom of belief and religion in accordance with the law, and promoting the constructive role of religious organisations in national unity, socio-economic development, social welfare, political stability, and social order.

* Mr. Nguyễn Trường Sơn - Director of the Gia Lai Department of Construction:

“Developing modern, synchronized, green, and sustainable transport infrastructure”

Nguyễn Trường Sơn reported that Gia Lai has prioritized investment in its transportation system to support socio-economic development, expand development space, and strengthen regional connectivity.

The Department is coordinating two key central-government projects and collaborating on 17 major provincial transport projects, including 10 under construction and 7 in preparation.

He hopes the Congress will introduce breakthrough policies for transport infrastructure, reaffirming its role as a leading, foundational sector for economic growth, national defence, security, and international integration.

He called for strong mechanisms prioritizing investment in expressways and inter-regional routes linking the Central Highlands with the Central Coast, economic zones, ports, and logistics centres.

Sơn also highlighted the need for greater decentralization, improved investment procedures, quicker project preparation, and timely resolution of land, clearance, and funding bottlenecks to prevent resource waste.

He urged stronger application of science, technology, digital transformation, new materials, and advanced construction methods to build modern, green, and sustainable transport infrastructure.
