Party official calls for stronger grassroots public participation in national security campaign

Head of the Party Central Committee's Commission for Communication and Education Trịnh Văn Quyết called for public participation in safeguarding national security, saying the movement should become a regular responsibility while remaining linked to social welfare and economic development.

Speaking at the 2026 All-People's Day for National Security Protection in North Hoài Nhơn Ward, Gia Lai, Trịnh Văn Quyết said the campaign, held for more than two decades, had become a broad political activity that strengthened cooperation between the police and the public while reinforcing the country's people-based security posture.

The event marked the 81st anniversary of the August Revolution, the 81st anniversary of Vietnam's People's Public Security Forces, and the 21st anniversary of the All-People's Day for National Security Protection.

Senior Lieutenant General Đặng Hồng Đức, Deputy Minister of Public Security, attended alongside senior provincial leaders, including Gia Lai Provincial Party Secretary Thái Đại Ngọc, Provincial People's Committee Chairman Phạm Anh Tuấn, Vietnam Fatherland Front Committee Chairman Nguyễn Ngọc Lương, Provincial Police Director Major General Lê Quang Nhân, and Provincial Party Commission for Communication and Education head Nguyễn Thị Phong Vũ.

According to reports presented at the event, North Hoài Nhơn Ward Police have worked with local authorities to mobilize the political system and residents in maintaining security and public order.

Police and local organizations conducted more than 38 public awareness and legal education campaigns, attracting over 12,500 participants to sign voluntary security commitments.

Residents provided more than 120 crime-related tips, enabling authorities to resolve dozens of security cases at the grassroots level. Police also dismantled eight drug-related cases involving 14 people and administratively fined five cases involving six individuals for drug use and possession of drug paraphernalia, with total fines of 11 million VND (about US$420).

Authorities also dismantled three gambling hotspots involving seven people, solved a robbery case within 24 hours, clarified four theft cases, two assault cases and three cases involving illegal goods possession, imposing nearly 19 million VND (about US$725) in fines. Police also helped extinguish three fires affecting homes, fishing boats and forest areas, limiting property losses worth billions of Vietnamese dong.

The ward's Steering Committee 138 is pursuing a goal of making Hoài Nhơn Bắc drug-free by 2027, with immediate efforts focused on managing 25 individuals and monitoring 14 locations previously linked to drug-related activities.

Local residents have also established seven self-managed security initiatives, including a community-funded surveillance camera programme under which people voluntarily contributed hundreds of millions of Vietnamese dong to install more than 80 cameras covering major roads.

Mr. Trịnh Văn Quyết praised Gia Lai Province and North Hoài Nhơn Ward for expanding community-based security initiatives, including programmes focused on persuading former FULRO members, surveillance camera networks, conflict mediation, maintaining peace in villages, and preventing online fraud.

He urged Party committees, authorities and socio-political organizations across Gia Lai to fully implement Party policies on building the all-people movement for national security protection, particularly Resolution No. 18-NQ/TW and Resolution No. 22-NQ/TW.

He said those policies must be effectively communicated to grassroots Party organizations, officials and the public, stressing that implementation should not stop at the issuance of resolutions.

Mr. Trịnh Văn Quyết also called for renewed approaches to public communication and community mobilization tailored to local conditions, while strengthening self-management, self-protection and conflict mediation at households, residential communities, schools, agencies and businesses.

He emphasized the need to intensify communication in cyberspace, improve public resilience against harmful information, promptly recognize effective community initiatives, and strengthen coordination among the Public Security Forces, the military, the Vietnam Fatherland Front and other organizations.

He encouraged the North Hoài Nhơn Ward to build on its achievements by striving to become a model community free of drugs, crime and social evils, where residents can live in a secure, safe and modern environment.

Mr. Trịnh Văn Quyết also proposed that Gia Lai consider selecting North Hoài Nhơn as one of the pilot localities for developing a socialist ward model based on discipline, safety, civility, harmony and development under Resolution No. 18-NQ/TW.

Addressing the People's Public Security Forces, he called for continued efforts to build a clean, strong, professional and modern force capable of preventing security risks, strengthening crime prevention, improving fire and traffic safety, and maintaining close ties with the public through greater accountability and service to the people.
