Chairing an in-person and online meeting with leaders of Dak Lak, Gia Lai, Khanh Hoa and Lam Dong provinces from Tuy Hoa Ward, Dak Lak, PM Pham Minh Chinh called for “swift and bold action” to rebuild destroyed homes from 1 December, with completion no later than 31 January 2026. Repairs to damaged houses must be finalized before 31 December 2025, he said.
According to the Ministry of Agriculture and Environment, six days of heavy rains and flooding caused an estimated VND 16,200 billion (about USD 654 million) in losses, destroying nearly 1,000 homes and severely damaging 3,400 others.
Gia Lai leaders reported that more than 20,000 personnel had been deployed to conduct rescue operations, repair infrastructure, restore essential services and prevent disease outbreaks. Local authorities supplied emergency food, water, blankets and medicines, ensuring no resident was left without basic necessities.
Total local spending for disaster relief reached VND 1,191 billion (around USD 48 million) from central aid and provincial reserve funds. The Government provided an additional 3,000 tonnes of rice, with each affected resident receiving 15 kg per month for three months. Poor and vulnerable households whose homes were flooded received VND 2 million (USD 81) per month over three months.
Emergency housing support included VND 60 million (USD 2,420) for homes completely destroyed, VND 5 million (USD 202) for houses that lost their roofs, and VND 2 million (USD 81) for partially damaged homes. Temporary accommodation was arranged for all displaced families, including housing in military barracks.
Electricity, telecommunications and water supply have been fully restored. Key roads have been temporarily repaired, eliminating isolated areas, and damaged dikes have been reinforced. All students returned to school on 24 November, and repaired healthcare facilities have reopened.
Gia Lai requested VND 200 billion (USD 8.1 million) in additional central support and proposed increasing assistance for flooded homes.
PM Pham Minh Chinh acknowledged the “historic” scale of the disaster and commended the efforts of local authorities, communities and armed forces. He requested the military and police continue leading home-rebuilding efforts and assigned ministries to standardize new housing models, address land issues, restore dikes and infrastructure, and prevent disease outbreaks.
The Prime Minister also urged support for agricultural recovery, including seed supplies, livestock restocking and business restoration, emphasizing nationwide solidarity: “Those with more give more; those with less give what they can”.
The Government has so far allocated VND 2,147 billion (USD 86.7 million) to the four provinces and will consider further requests. Chinh also warned localities to prepare for yyphoon No. 15, noting the risk of heavy rainfall despite moderate winds.
