The “three bests” emulation movement: Best discipline, most loyal, closest to the people, launched by Vietnam’s Ministry of Public Security, is being widely implemented by the Gia Lai Provincial Police.
The initiative is closely linked to maintaining security and order and to building a regular, elite, modern and strong people’s police force from the grassroots level. Reporters from Gia Lai Newspaper and Radio & Television spoke with Major General Lê Quang Nhân, Director of the Gia Lai Provincial Police Department.
* Could you outline the core elements of the “Three Bests” emulation movement, along with the key requirements and solutions for officers and soldiers to effectively embody the spirit of “Most Disciplined – Most Loyal – Closest to the People” in their daily work?

- In implementing the Ministry of Public Security’s plan for the “Three Bests” emulation movement, the Gia Lai Provincial Police have thoroughly communicated its significance, objectives and core content to all officers and soldiers.
We have clearly defined the overarching requirement: implementation must be comprehensive, substantive and effective, absolutely avoiding formality or the pursuit of achievements for their own sake.
The movement focuses on three pillars: the strictest discipline in complying with regulations and working procedures; absolute loyalty to the Party, the Fatherland and the people; and close engagement with the public in performing duties and resolving issues at the grassroots level.
In practice, the spirit of “Most Disciplined – Most Loyal – Closest to the People” has been consistently integrated across all areas of work. However, amid new demands in ensuring security and social order, further intensifying the movement is essential to unify awareness, tighten discipline and enhance the quality and effectiveness of operations, particularly at the grassroots.
We continue to regard peace and safety in local communities, along with public trust and satisfaction, as the highest benchmarks for assessing results. Accordingly, the entire force must remain closely connected to assigned areas, proactively grasp developments, listen to public feedback and promptly address emerging issues to avoid passivity or surprises.
Each officer and soldier must translate awareness into action, linking emulation to political tasks and concrete outcomes. At the same time, inspection and supervision will be strengthened to promptly correct shortcomings during implementation.
* How has the provincial police translated the “Three Bests” movement into concrete action through the “Quang Trung Campaign,” in which more than 650 officers and soldiers were mobilised to help households rebuild after floods?
- The “Quang Trung Campaign,” launched in early December, is a vivid example of how the “Three Bests” emulation movement has been transformed into practical and effective action, with a strong focus on grassroots communities and the people.
With a proactive and urgent approach, the provincial police mobilised more than 650 officers and soldiers, forming 106 task forces led directly by heads of professional departments. These teams worked closely with local Party committees, authorities and grassroots forces.
Officers and soldiers were deployed directly to affected areas, taking part in dismantling damaged structures, clearing debris, transporting materials, and assisting residents in repairing and rebuilding homes so they could quickly stabilise their lives.
The campaign was conducted methodically and in strict accordance with plans and procedures, ensuring absolute safety for both residents and participating forces.
The provincial police are currently supporting the construction and repair of 103 houses for flood-affected households, including 20 houses funded by the Ministry of Public Security at 50 million VND per house (about USD 2,000). To date, construction has begun on 80 houses, with three already completed.
In parallel, the force has provided 103 essential gift packages to help households cope with immediate difficulties while awaiting completion of their new homes.
The provincial police, together with professional units and local police, have also mobilised legitimate social resources, calling for contributions from organisations and individuals. As a result, more than 2.6 billion VND (about USD 104,000), over 123,000 bricks, dozens of tonnes of cement and 800 square metres of floor tiles have been raised to support affected residents.
Beyond helping people gradually stabilise their lives after natural disasters, the campaign has strengthened public trust in the police and reinforced the image of officers dedicated to serving the people.

* To ensure the “Three Bests” movement takes root and delivers sustainable results in maintaining security and order, what priorities will the provincial police focus on in the coming period?
- In the period ahead, the Gia Lai Provincial Police are determined to continue implementing the “Three Bests” emulation movement in a comprehensive, resolute and substantive manner, closely aligned with the task of ensuring security and order across all localities and fields of work.
Priority will be given to staying close to the grassroots, proactively understanding developments, and improving the quality of advisory work for Party committees and authorities at all levels. The effectiveness of maintaining security and order at the grassroots will remain a key measure of success.

The force will continue to tighten discipline and order, strictly comply with regulations, procedures and working rules, and emphasise personal responsibility and the exemplary role of leaders. Each officer and soldier must perform duties in line with assigned responsibilities and authority, avoiding formality or perfunctory work. Inspection and supervision will be intensified to promptly address any deviations.
In the immediate future, the provincial police are concentrating efforts on a peak campaign to crack down on crime and ensure security and order during Christmas, the New Year, the Bính Ngọ Lunar New Year 2026 and early spring festivals.
Through these measures, the force aims to proactively prevent and effectively combat all forms of crime, avoid passivity or surprises, and contribute to maintaining security and order, thereby creating a safe environment for the province’s socio-economic development.
