Gia Lai accelerates digital transformation as Vietnam pushs for nationwide modernization

Gia Lai province is emerging as one of Vietnam’s most assertive adopters of digital transformation, rolling out AI tools, upgrading administrative systems, and investing heavily in digital infrastructure as part of the national strategy to modernize government and accelerate economic development.

Provincial leaders have designated digital transformation as a core, long-term economic priority, aligning closely with the country’s policies on science, technology and innovation.

A steering committee, headed by the provincial Party secretary, has overseen the completion of 16 urgent and 25 breakthrough tasks, creating a unified governance model from provincial to grassroots levels after administrative restructuring.

All administrative procedures in Gia Lai are now available online, with more than 1,000 services processed digitally and fully integrated with the National Public Service Portal. The province has eliminated geographical restrictions on administrative services, allowing residents to submit applications remotely regardless of their registered address. Processing times for more than 1,400 procedures have been shortened, and paper documents have been replaced with electronic records across agencies.

Gia Lai reports more than 8,500 broadcast stations and near-universal telecommunications coverage in villages and hamlets, with 5G deployed at over 200 key locations. A centralized data integration center supports secure data management, while the provincial video-conferencing system links government offices from the provincial level down to communes and wards.

State agencies have begun applying artificial intelligence for operational tasks, including virtual assistants for information queries. Departments and local authorities have adopted ChatGPT accounts to improve efficiency, and public digital signatures are in widespread use. A shared data repository is being built to improve interoperability with national and ministerial databases.

Gia Lai is investing in digital human capital, with more than 800 students in AI, cybersecurity, chip design, and information security undergoing training at Quy Nhon University.

The province is also attracting technology investment in AI, IT and semiconductors, including the Long Vân AI Center and Auxiliary Urban Area developed by FPT Group, and a 65-hectare concentrated IT park in Quy Nhon Bac Ward. Both projects are positioned to anchor a regional technology ecosystem.

The province is simultaneously promoting international cooperation in markets such as the United States, Canada and the UAE.

Digital adoption is extending across the business community through the “Digital Market – Digital Countryside” initiative, which helps small traders use e-commerce, QR codes, e-wallets and cashless payments under the 4T model (Small Traders – E-commerce – Cashless Payment – Digital Savings). The program aims to integrate rural vendors into the digital economy and strengthen local economic sustainability.

With a “people-centered” approach, Gia Lai has launched wide-reaching digital literacy campaigns, particularly in rural areas, to help residents use online public services, digital payments and digital ID systems. Community digital technology teams now operate in most communes to support households with essential digital tools.

Healthcare facilities across the province have fully adopted electronic medical records and smart kiosks, while schools have begun using digital report cards. Residents are increasingly utilizing chip-based citizen ID cards and the VNeID platform for administrative and financial transactions.

Gia Lai’s digital transformation has taken root across government, business and society, backed by political commitment, infrastructure investment and growing public participation. Provincial leaders say the effort is reshaping administration and economic activity, forming a foundation for rapid and sustainable development in Vietnam’s emerging digital era.
