The expansion, which will be located in Ia O commune in Gia Lai province and Ia Tơi commune in Quảng Ngãi province, will cover 40.15 hectares, including 29.95 hectares for long-term use and 10.20 hectares temporarily.
The project will have an installed capacity of 120MW and is expected to generate about 58.95 million kWh of electricity annually.
It will connect to the national grid through a single-circuit 220kV transmission line linking the expanded plant’s 220kV substation with the 220kV busbar at the existing Sê San 4 Hydropower Plant.
The project is intended to add clean energy from renewable sources to the national grid while providing a flexible backup supply to accommodate fluctuations in electricity demand.
It will also use surplus water discharged from the existing Sê San 4 plant during the flood season to generate additional electricity, with the aim of helping reduce CO2 emissions.
The project’s total investment is estimated at more than VND 2,995 billion (about US$113.7 million), including over VND 599 billion (US$22.7 million) in investor equity and more than VND 2,396 billion (US$91.0 million) in mobilized capital.
The plant is expected to operate for 50 years from the date the investment policy was approved on August 23, 2026.
Under the proposed schedule, EVN will carry out sectoral agreements, appraise the feasibility study, negotiate the power purchase agreement and complete land-related procedures between September 2026 and April 2027.
Construction is scheduled to begin in May 2027, with completion and commissioning planned for June 2030.
The Gia Lai Provincial People’s Committee has asked EVN to coordinate closely with local authorities and relevant departments in Quảng Ngãi province to complete procedures related to the project area there.
Project boundaries and the project area must also be verified with the People’s Committees of Ia O and Ia Tơi communes and the Gia Lai Protection Forest Management Board.
The planned grid connection will only proceed if it is consistent with approved provincial planning. EVN must seek approval for any adjustment to the connection point under the national power development plan and obtain approval from competent state agencies for the proposed 220kV transmission line route in accordance with regulations.
The Sê San 4 expansion is among six newly attracted investment projects recorded in Gia Lai between August 21 and 27, according to the provincial Department of Finance.
The other projects include the Vân Canh Cassava Starch Processing Plant, with investment of VND 165 billion (US$6.3 million); the Long Mỹ - Quy Nhơn Construction Waste Treatment and Recycling Plant, VND 57.5 billion (US$2.2 million); the SeaWealth Vietnam High-Tech Seafood Processing Plant, VND 31.5 billion (US$1.2 million); the Đăk Pô Kei Hydropower Plant, VND 198.03 billion (US$7.5 million); and the Ia Hiao Hydropower Plant, VND 459.62 billion (US$17.4 million).
Gia Lai attracted 19 new projects in August 2026, with total registered capital of nearly VND 9,820 billion (US$372.5 million).
From the beginning of 2026 through August, the province had attracted 198 projects, exceeding the annual target set by the Provincial People’s Committee by 16.47%.
Total registered capital reached more than VND 180,510 billion (US$6.85 billion), representing increases of 46.67% in the number of projects and 142.85% in capital compared with the same period in 2025.
Of the 198 projects, 192 were domestic investments with total capital exceeding VND 176,501 billion (US$6.70 billion), while six were foreign direct investment projects worth more than VND 4,009 billion (US$152.0 million), equivalent to US$154.22 million.
Industry remained the leading sector for investment attraction, accounting for 102 projects with total registered capital of more than VND 149,528 billion (US$5.68 billion).
