Authorities say the programme seeks to strengthen unity, initiative and creativity among officials, civil servants and public employees, while embedding accountability and professionalism across the public sector. Citizen and business satisfaction will serve as a key benchmark for evaluating service quality.
The reform drive prioritises institutional improvements, streamlined administrative procedures, organisational restructuring, civil service reforms and public finance management. It also places strong emphasis on developing e-government and advancing digital transformation.
Officials aim to improve core performance indicators, including the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administration Services (SIPAS), alongside innovations in leadership and communication.
The movement will be integrated with broader socio-economic development goals, including economic growth, budget revenue, infrastructure development, social welfare and environmental protection. Authorities say this marks a shift from isolated reforms to a comprehensive governance model aligned with long-term development.
Participation has been expanded to include government agencies, local authorities, press organisations and affiliated units, as well as individuals directly involved in administrative reform tasks.
Progress will be monitored through annual reviews and a final assessment at the end of the 2026-2030 period. Commendations will be awarded based on measurable results, innovative initiatives and their practical impact.
By linking reform efforts with clear performance indicators and a structured reward system, Gia Lai expects to create momentum for building a service-oriented administration that supports investment, competitiveness and sustainable development.
