Gia Lai set to break ground on 2 nationally significant infrastructure projects

Provincial authorities are finalising preparations to begin construction on two nationally important infrastructure projects, the Quy Nhon-Pleiku Expressway and the North-South High-Speed Railway section passing through Gia Lai Province.

Officials said comprehensive reviews are under way to ensure construction readiness, regulatory compliance, transparency and the protection of affected residents’ rights, with provincial leaders instructing agencies to resolve bottlenecks in site clearance, resettlement and construction material supply.

The Quy Nhon–Pleiku Expressway will extend about 125 km with four lanes, a 24.75-metre-wide roadbed and a design speed of 100 km/h. The project carries a total investment of VND 43,734 billion (about USD 1.82 billion) and is divided into three components. Components 1 and 3 are scheduled to break ground on December 19, while Component 2 is expected to start in March 2026.

Implementation of the expressway requires the acquisition of more than 1,053 hectares of land, affecting 6,609 households and 17 organisations, with 611 households to be resettled. The province is developing 12 resettlement areas and aims to largely complete site clearance by March 2026.

Construction will require an estimated 16.242 million cubic metres of fill soil, 2.39 million cubic metres of sand and 3.56 million cubic metres of stone. To secure supply, authorities have approved the exploitation of 17 soil mines, 12 sand mines and several stone quarries.

According to the Provincial Management Board for Transport and Civil Works, the environmental impact assessment and investment decision were approved by the end of November, and the technical design was cleared on December 7, allowing contractor selection to proceed.

Component 1, spanning about 22 km with an investment of VND 6,989 billion (around USD 291 million), will run from National Highway 19B to the western bypass of Phu Phong, passing through An Nhon wards and several communes.

The section includes 28 bridges, three interchanges, 15 underpasses and two overpasses. Local authorities in Binh An commune said land acquisition affects 356 households, with resettlement infrastructure already meeting legal requirements.

Component 3 will cover 35 km across several communes and wards, requiring about 363.44 hectares of land and affecting 2,113 households. Four resettlement areas are planned, and officials expect to hand over the entire site to contractors before March 31, 2026, with resettlement facilities completed the same month.

The North–South high-speed railway will run approximately 115.7 km through the province, crossing 18 communes and wards. The Provincial People’s Committee has agreed to divide the project into 15 site-clearance components.

Total costs for site clearance and resettlement along the provincial section are estimated at VND 10,310 billion (about USD 430 million). The province has requested an allocation of VND 600 billion (about USD 25 million) in 2025, with the remainder expected in 2026.

For resettlement, 38 areas covering 153.84 hectares have been approved, providing 3,371 land lots for 1,587 households, along with six reburial areas. Authorities are also advancing zoning plans for transit-oriented development areas near Dieu Tri and Bong Son stations to support urban, service and logistics development linked to the high-speed railway.

Provincial leaders stressed that site clearance is a critical political task, underscoring dialogue with residents, strict adherence to regulations and transparency, with people placed at the centre of implementation to keep both projects on schedule.
