The reforms focus on removing unnecessary administrative steps at the key stages of business establishment and expansion. Integrated data sharing between the Department of Finance and tax authorities reduced the average time to issue business registrations to 0.39 days in the second quarter of 2026, compared with several days previously, allowing companies to begin operations sooner and reduce startup costs.
Hoàng Lê Đắc Di, Director of Đắc Lộc One Member Limited Liability Company in Chư Prông commune, said his construction company completed business registration and tax declaration procedures in about four hours after converting from a household business.
He said the company also benefited from exemptions from business registration fees, business licence tax for three years, corporate income tax for two consecutive years from the time taxable income arises, as well as support for accounting service costs.
The province has also streamlined land-related procedures, an area widely viewed by businesses as critical to project implementation. Processing times for multiple land procedures have been reduced by at least 30%, while land allocation and leasing now take 7.5 days instead of 15 days.
Lê Nguyên Hòa, Vice Chairman of the Board of Directors of Nutifood Nutrition Food Joint Stock Company, said the company is expanding the NutiMilk Gia Lai Dairy Farm in Mang Yang commune, increasing its herd from 12,000 to 30,000 cows, barn space from 52 hectares to 187 hectares and pastureland from 569 hectares to 1,468 hectares.
He said land allocation and leasing procedures had been completed in about one week, adding that the support from local authorities had reinforced the company's commitment to developing the Gia Lai dairy brand and building the area into a leading regional fresh milk production centre.
Administrative reform has been accompanied by digital transformation, with online application submission, borderless administrative processing and project monitoring software reducing travel time, limiting direct contact and improving transparency.
Authorities said nearly 1,720 administrative procedures across the province have had processing times reduced, representing 55.2% of all procedures, exceeding the government's target of 30%.
All administrative procedures are now handled under a borderless model, allowing businesses and residents to submit applications from anywhere in the province, while all business-related procedures are available either fully or partially online.
Đỗ Đình Bằng, Vice Chairman of the Provincial Business Association, said administrative reform would deliver lasting benefits only if implementation remained stable and consistent, supported by proactive assistance from government agencies when businesses encountered investment-related difficulties.
Provincial authorities said their objective extends beyond faster processing times to building a service-oriented administration that measures governance by the effectiveness of problem-solving and the satisfaction of businesses and investors.
Trần Quang Thành, Deputy Head of the Provincial Tax Department, said the tax sector continues to assist taxpayers through its electronic information portal, the "Tax and Life" programme, social media platforms, dialogue conferences and direct guidance.
Credit institutions have also introduced financial support packages, waived banking service fees and provided electronic payment, e-invoicing and business management solutions for household businesses transitioning into enterprises.
From 2026, the province will also launch the Investor and Business Feedback Portal, an online platform designed to receive, track and resolve issues arising during investment, production, business operations and administrative procedures.
Government agencies and relevant units will be required to respond to business feedback within two working days.
Nguyễn Bay, Director of the Provincial Investment Promotion Center, said the new portal would complement existing channels, including the Business and Investor Support Task Force, creating a rapid mechanism to receive and assign business concerns for resolution.
Officials said combining digital platforms with direct support mechanisms is intended to shorten response times while reinforcing the province's commitment to transparent, service-oriented governance.
Speaking at the second meeting of the Steering Committee for the Implementation of the Gia Lai Provincial Private Economic Development Project for 2026–2030, with a vision to 2035, held in early July, Chairman of the Provincial People's Committee Phạm Anh Tuấn instructed agencies to continue simplifying administrative procedures, reduce compliance costs, support household businesses transitioning into enterprises and prioritise policies that encourage innovation and digital transformation.
Provincial authorities said continued removal of procedural and institutional barriers is expected to lower business costs, accelerate investment projects, expand opportunities for the private sector and support the province's target of achieving double-digit economic growth alongside sustainable development.
