Quy Nhon - Pleiku Expressway: Vietnam accelerates resettlement to unlock construction progress

Vietnamese authorities are accelerating land clearance and resettlement efforts to fast-track construction of the Quy Nhon-Pleiku expressway, a key infrastructure project requiring relocation of hundreds of households.

Provincial officials have prioritised the development of eight resettlement areas across five wards and communes, An Nhon, Binh Hiep, Binh An, Binh Phu and Binh Khe, to accommodate around 488 households affected by the project’s first two components.

A separate resettlement site in Vinh Phu ward is also being developed to serve households displaced by both the expressway and expansion works at Phu Cat Airport.

The push reflects a broader commitment by local authorities to ensure relocated residents receive housing conditions equal to or better than their previous homes, while removing bottlenecks that could delay construction timelines.

Authorities have stepped up coordination between provincial agencies and local governments to expedite compensation, land recovery and site clearance. Public outreach campaigns have been intensified to inform residents about compensation policies and resettlement plans, while land inventories and origin verification processes are being carried out to support approvals.

In Binh An commune, three resettlement areas, Truong Dinh 2, Kien Long and Phu Lac, are progressing steadily. Officials have verified land ownership and origins for more than 18 hectares involving nearly 180 households and organisations. According to Mai Xuan Hau, chairman of the commune’s People’s Committee, most affected residents have agreed to hand over land for construction.

Similar progress has been reported in An Nhon ward and the communes of Binh Hiep, Binh Phu and Binh Khe, supported by close coordination between authorities and cooperation from residents.

Construction of technical infrastructure is also advancing. Contractors are currently working on six resettlement areas, including Tra Son, Kien Long, Thuan Duc, Thuan Hoa, Truong Dinh 2 and Phu Lac, focusing on ground levelling and installation of water and drainage systems.

At the Kien Long site, contractors are preparing to begin large-scale earth filling and road construction, with completion of technical infrastructure targeted by the end of May.

Progress is further ahead at the Vinh Phu resettlement area, where ground levelling and installation of electricity and water systems have already been completed. Contractors are now preparing to pave internal roads, aiming for basic completion by the end of March, well ahead of the contractual deadline of May 2026.

Project officials said they are continuing to resolve remaining compensation cases while urging contractors to deploy additional resources, ensuring construction can proceed immediately as land becomes available.

“We are working closely with local authorities to address outstanding issues and ensure timely completion of resettlement infrastructure,” said Luu Nhat Phong, director of the Provincial Management Board of Transport and Civil Works.
