Gia Lai unveils targeted innovation support policy to help businesses master technology and expand markets

Gia Lai has introduced a new policy framework aimed at accelerating science, technology and innovation by addressing practical obstacles faced by businesses, particularly cooperatives and small and medium-sized enterprises (SMEs), under Resolution No. 10/2026/NQ-HĐND.

Approved by the Gia Lai Provincial People's Council on April 24, 2026, the resolution marks a shift away from broad-based support measures toward targeted assistance designed to remove specific barriers limiting business innovation and competitiveness.

A key focus of the policy is helping businesses gain greater control over technology rather than simply investing in machinery and production equipment. The resolution prioritizes support for consultancy services that assess, optimize and transfer technology, while also providing on-site training for workers.

Under the policy, businesses can receive support covering up to 30% of eligible technology transfer contract values. Contracts worth less than VND 1 billion (US$38,500) qualify for support of up to VND 300 million (US$11,500), while contracts valued at VND 1 billion (US$38,500) or more can receive up to VND 500 million (US$19,300).

Nguyen Huu Ha, Deputy Director of the Department of Science and Technology, said the objective is to help businesses become genuinely self-reliant in technology use, creating a foundation for sustainable long-term growth.

The resolution also seeks to address market-access challenges faced by local enterprises. Many agricultural products with commercial potential struggle to enter larger markets because of limited compliance with international standards, certification requirements and traceability systems.

To improve competitiveness, the policy supports the adoption of advanced management standards, including ISO 9001, ISO 22000, ISO 14001 and ISO 50001. Financial assistance ranges from VND 25 million (US$960) to VND 40 million (US$1,540) per certification.

Notably, businesses implementing ISO 56001, the latest international standard for innovation management, can receive support of up to VND 100 million (US$3,850), reflecting the province's emphasis on building systematic innovation capabilities alongside product quality improvements.

Overall, Resolution 10 is not merely a financial support policy but a development orientation for businesses along a complete value chain. It supports businesses in mastering technology, standardizing production processes, protecting intellectual property, expanding markets, and promoting innovation.

If implemented effectively, this could become a crucial foundation for Gia Lai businesses to enhance their competitiveness in the new era.”

Among the policy's new initiatives is support for Halal certification and traceability systems for OCOP products. The resolution provides VND 50 million (US$1,930) for each Halal certification, aiming to encourage businesses to explore opportunities in the rapidly growing global market for products that meet Muslim consumer requirements.

Phan Kim Nhat Quynh, Director of Anvies Mushroom Cooperative in Binh Dinh Ward, said the cooperative had previously considered obtaining Halal certification for its crispy dried shiitake mushroom products but was discouraged by the associated costs.

According to Quynh, provincial support could encourage businesses to pursue certification and improve access to Muslim consumer markets worldwide.

The resolution also aims to strengthen the commercialization of research and innovation. Businesses and individuals developing products through scientific research or technological innovation can receive support to participate in domestic and international technology exhibitions, including Techmart and TechDemo events.

Support levels are set at VND 30 million (US$1,150) for domestic events and VND 60 million (US$2,310) for international exhibitions. Companies receiving their first certification as science and technology enterprises or high-tech enterprises are eligible for support of VND 100 million (US$3,850).

In the area of intellectual property, the policy introduces incentives for international protection of innovations and brands. Businesses can receive VND 40 million (US$1,540) per overseas patent application and VND 25 million (US$960) for each international trademark or industrial design registration application.

Through these measures, Resolution No. 10/2026/NQ-HĐND seeks to strengthen technology adoption, improve market access, encourage innovation and enhance the competitiveness of Gia Lai's business community.
